The saga continues… anyone else experiencing this issue?

11.30.2023 18:26:52 hrs  Traveled thru River Links 165S_Kennedy_06 Toll Booth

The Toll $5.04, according to # 4584868 due 02.12.2024. Photo on bill had identifier numbers on it but the rest of photo was black with 2 headlight and a fuzzy plate. The payment went thru my bank 02.01.2024 04:52:25 (3506) 855.748.5465 TX

Recieved Txt msg regarding past due on River Link deleted it as I had seen a news article regarding River Link toll fees scam.

Received  River Link  #11737679 (in the amount of) $5.04 due 05.13.2024 for 02.26.2024 traveling thru I265S_East_End_02 @ 17:17:55 hrs No identifier numbers on photo, photo still very dark but lighter than other one and plate still fuzzy but better. Some color could be seen, the white line was visible. Assumed this was either a rebill (from the November billing as I had not been on the tollway since November) or was part of the scam.

04.18.2024 1106 hrs at 855.748.5465 spoke with River Link employee, Dion, by phone regarding outstanding bill of $5.04. He (?) advised he saw a payment for $5.04 on 02/02/24. Then the toll charge on 02/26/23. I advised him I had not been on the tollway that day. He advised he would put in a dispute. We discussed the scam that was being investigated by the FBI. This was a problem as I was at home in Cashton, WI at that time. We had been in IA for our grandson’s schools grandparent breakfast. See google timeline and blog for that day.

Received River Link Monthly Bill # 14132719 (in the amount of) $10.04 due on 06.13/2024

Received letter dated 05.29.2024 from River Link advising dispute had been filed 05/29/2024 # Y93K94KFY. (? why it had taken so long to get it filed,had I made an error in note taking?  Was it May and not April that I spoke with Dion?  Shouldn’t the billing have been put on hold while dispute was pending?)

05.31.2024 dated letter from River Link advising dispute had been denied and if I disagreed to request an administrative hearing . I went to the River Link website, downloaded the information needed to file for an Administrative hearing. Mailed of all paperwork 06/08.2024

06.24.2024 received Monthly Bill # 16311007 (in the amount of) $35.04 due 07.13.2024

06.25.2024, 1358 hrs called River Link, speaking with Corrina. We discussed my call to Dion, The 2/26 charge, the administrative hearing paperwork I had sent on the 8th of June. She noted she could not see any paperwork except that it had been denied. Asked if the billing should have been put on hold during the dispute process she agreed it should have been. Advised her of the items I had sent in the request for the Admin hearing and that all paperwork had been mailed 06.08.2024 to the Kentucky Public Transportation Infrastructure Authority Attn: Amanda Spencer, 200 Metro St, Frankfort, KY 40622 Told her I would welcome a trip to KY asking if I should bring my atty, and all witnesses to my being in IA that day with me. She took my email and cell # saying someone would get hold oof me in 24-48 hrs regarding the Admin hearing.

06.27.2024 1527 hrs
Since no return phone call was received in the allotted time frame given me by Corrina on the 24th I sent a message to Amanda Spencer vis her website at the transit authority. web shot of message printed for my personal case file. Received message on computer screen thanking me for contacting office and assuring me someone would respond. We shall see. Thus far this company is lacking in correspondence.

06.28.2024  1700 hrs DST… no phone call, no email, no snail mail from River Link.   Going into a holiday week.

07.01.2024 2238 hrs DST… no phone call, no txt, no written correspondence from River Link.

07.02.2024 1815 hrs DST… no phone call, no txt, no email, no snail mail from River Link.

07.03.2024 0703 called the River Link phone #855.748.5465 Spoke with May ref. #Y93K94KFY AVR8310 2017 Ford Expedition Metalic Bronze. Went thru how it could not have been me/my vehicle as we were in Iowa and not KY. Placed on hold 0710 so that she could check the computer coming back to me with it’s your car. Again I explained the photo was of my car but could not possibly been me on 2/26 as I was in IA that day. Placed on hold 0725 to be transferred to Supervisor 0742 I was transferred to Denise who placed me on hold to look over the computer, and then went through the whole thing again (at which point I was more than frustrated and definitely not nice) she advised she was a call center and couldn’t help me with an Administrative Hearing. Call ended 0758 . I went back thru my paperwork to find copy of message I had sent to Amanda Spence to glean the phone number for her office 502.491.5600 and I called it at 1018 hrs. Was transferred to Jennifer Kirchner where I received a message telling me to leave a message she would return my call. I did. It is 1154 hrs and my call has not been returned. Went back to RiverLink.com printed all permanent info from the site for my file.

1317 hrs interesting research apparently RiverLink has had a history of poor billing practices in the past back in 2019 it resulted in a law suit. Will do more research on that and will post results as found. Further no headway has been made on the investigation of the phishing scam from apr 2024.

1951 hrs… finally found lawsuit complaints, settlement agreements, and dispositions. All pertinent info dwnld and printed.

This is Lisa from Riverlink. Below are pictures of the vehicle that during crossing. Our information on the owners of the plates is pulled from the state Department of Motor Vehicles. We appreciate your documentation of the maps and the other trip documentation that you were on but that doesn’t eliminate the owners of the vehicle during a valid tolling transaction.

Each month, additional bills are sent. It is the customer’s responsibility to pay the toll charges, as they will lead to escalated fees. The second bill includes a $5 late fee, the third a $25 violations fee, and the fourth a $30 collections fee. We allow 30 days between billing out new invoices to give our customers the opportunity to make a timely payment.

Spoke with her for 29 minutes and 55 secs trying to find when Admin Hearing is set for, information regarding how to contact Lisa (Hart?), Susan did her best but there was nothing there to work with every end was dead. I ended up sending another email

Lisa,This is the only way I can reach you as there is no contact information on the email you sent me other than this email address.
1… you did not indicate in your email as to when the Administrative Hearing will be held.  Nor was there any information as to whether or not it would be in person, online, or simply on paper.  There was no place or time set.
2… I called the customer service number today and spoke with Susan at 1047 hrs, she advd me she would place notes in my file in hopes that someone would respond to me.  She noted your note had been placed in the file yesterday and that it indicated I had been sent correspondence.  Please note I have received nothing from your office other than the message you sent on that came thru some Xerox machine that has no contact information for you on it.
3…  When your company takes a photo of a vehicle there is a stamp on those photos that indicates date/time/place.  This stamp was not on the photos you sent to me.  It was on the bill for my Nov 30th crossing.  The only crossing I made on your tollway.   Please supply me with a photo that has a stamp on it.
4…  Your website states that contested crossings do not accrue fees.  I believe all the extra fees should be removed because I have been contesting this bill since I received it.
5… Frankly, I believe your company should forget this entire thing mainly because I WAS NOT THERE and if not for that reason for a SHOW OF GOOD FAITH for the hell I’ve gone thru trying to deal with your company.

My name is Sharon Cummings. I have been trying to clear up a toll matter for several months now and don’t seem to be getting anywhere. I requested an Administrative Meeting and as of today have not been given a date or time for this.
My account with riverlink is xxxxx and the contested toll is dated Feb 26, 2024.
I have had contact with several persons starting last April when I received a bill for $5.04 which I know isn’t a high priority for you but perhaps if you could take the time to read the lengthy file you would understand my contacting you. The license plate for this fee is xxxxx.

07.17.2024. Letter and email from Riverlink advising case has gone to Administrative.  Phone call with Ipass advising the Ipass was dinged Dec. 4, 27, & 31 on Riverlink, fees automatically deducted from account othose dates. Email sent to Amanda Spencer advising her.

07.18.2024… email issue resolved, account balance zero, apology for troubles.  Apology accepted and thanked for her help.
